Strategic Action Plan (SAP)

The Strategic Action Plan provides an annual state policy snapshot and WSAC priorities to make significant progress toward the state's educational attainment goal. SAP strategies include: 

  • Affordability: Removing financial barriers
  • Enrollment: Creating clear and accessible education pathways
  • Student Supports: Ensuring postsecondary basic needs security for student persistent and completion
  • Completion: Helping students persist and earn a credential

Feature Publication: Seattle Promise: A Snapshot of Four-Year Program Impacts

In 2018, the Seattle Department of Education and Early Learning (Seattle DEEL) created the Seattle Promise program to help address barriers that prevent students from pursuing postsecondary education after high school. The program provides financial support and personalized guidance to Seattle high school students who aspire to additional education after high school.

Westat and WSAC partnered with Seattle DEEL to evaluate the impacts of Seattle Promise on college enrollment. When designing the evaluation, the project team consulted with Seattle Public Schools, as well as staff and a student advisory group at the Seattle Colleges. The resulting study used a combination of focus groups and administrative data analysis to identify how participation in Seattle Promise affected students’ college enrollment during the program’s first three years of implementation.
