- Be enrolled in a PESB-approved teacher preparation program leading to full residency certification.
- Be student teaching at a Title I public school in Washington currently, or starting by June 30, 2017.
- Demonstrate financial need through the FAFSA or WASFA, meeting the following criteria:

- Family income at or below the amounts specified on the State Need Grant Family Income Eligibility Chart (2016-17).
- Have unmet financial need after considering other state and federal grant aid received.

- Not owe a repayment to any state or federal grant or scholarship nor be in default on a state or federal student loan.
Teacher Shortage Conditional Grant
The Teacher Shortage Conditional Grant program is established to encourage individuals to become teachers by providing financial aid to individuals enrolled in teacher preparation programs approved by the Professional Educator Standards Board. Recipients are expected to fulfill a teaching service obligation in exchange for receiving the grant. Grant amounts will vary depending on applicant financial need and funds available, with a maximum award of up to $10,000.

In order to qualify, candidates must meet the following criteria:
- Be enrolled in a teacher preparation program leading to full residency certification. The program must be approved by the Professional Educator Standards Board and participate in state financial aid. (List coming soon.)
- Demonstrate unmet financial need through the 2017-18 FAFSA or WASFA.
- Address at least one of the following shortage area needs:

- Pursue an endorsement that is listed on the statewide shortage list (coming soon).
- Express intention to teach in a geographic area that is listed on the state-level shortage list (coming soon).
- Pursue an endorsement that fulfills a unique local need, as shown on the shortage-by-district lookup tool (coming soon). The district in question must provide a letter of intent to hire the applicant.
- Commit to the teaching service obligation of the grant (up to two years for each year of funding received—can be reduced with service in shortage area).
- Have no existing Washington State service obligations. Candidates who have already received a state conditional grant or scholarship that includes an unsatisfied teaching service obligation do not qualify.
- Not owe a repayment to any state or federal grant or scholarship nor be in default on a state or federal student loan.
