Strategic Action Plan (SAP)

The Strategic Action Plan provides an annual state policy snapshot and WSAC priorities to make significant progress toward the state's educational attainment goal. SAP strategies include: 

  • Affordability: Removing financial barriers
  • Enrollment: Creating clear and accessible education pathways
  • Student Supports: Ensuring postsecondary basic needs security for student persistent and completion
  • Completion: Helping students persist and earn a credential

Feature Publication: 2025 Children's Savings Accounts Literature Review - Children’s Savings Accounts (CSAs), long-term savings accounts or investment accounts, are becoming popular savings vehicles for raising financial awareness among families. Studies suggest that CSAs assist children and their families in saving for higher education expenses, particularly those from low-to-moderate income families. Thus, they seemingly play a large role in creating a more educated workforce and reducing wealth inequality.

This report suggests there are many important factors to consider for the success of the program. For example, offering incentives, such as progressive subsidies and matching payments. Or establishing sustainable funding sources.
