Strategic Action Plan (SAP)

The Strategic Action Plan provides an annual state policy snapshot and WSAC priorities to make significant progress toward the state's educational attainment goal. SAP strategies include: 

• Affordability: Removing financial barriers
• Enrollment: Creating clear and accessible education pathways
• Student Supports: Ensuring postsecondary basic needs security for student persistent and completion
• Completion: Helping students persist and earn a credential

Feature Publication: Research Report: OtterBot Regionalization Pilot

WSAC’s OtterBot regionalization pilot tested whether messages tailored to specific communities can help students find the support they need when they need it. Students in pilot regions filed the FAFSA at higher rates than students in non-pilot regions (60 percent, compared with 55 percent), with the largest increases among specific demographic subgroups, namely Free and Reduced Price Lunch (FRPL)-eligible students, non-binary students, Asian and Hispanic or Latino students, and English Language Learners.

This report introduces the OtterBot regionalization pilot and amplifies early evidence of its impact on students’ educational outcomes. Also included are agency recommendations for future regionalization projects.
