The Substance Use Disorder Professional (SUDP) Grant Program is a block grant program. The purpose of this program is to provide funds directly to Washington State community and technical colleges for disbursement to new and currently enrolled students in eligible SUDP programs.

E.S.S.B. 5950 Sec. 215 (113)(a) from the 2024 biennium appropriated funds solely for prevention, treatment, and recovery support services to address and remediate the opioid epidemic. Of these funds, the Health Care Authority (HCA) has contracted the Washington Student Achievement Council for the purpose of providing block grants to students enrolled in, or entering into, SUDP education programs.

Grant funds will be available from April 2025 through June 30, 2025 (Fiscal Year 2025).

  • Total available grant pool: $251,000
  • Award range per institution: $10,000 – $13,000*
  • Award value per student: $500 (max award)
  • Administrative Support: Up to 7% of total grant award
  • Duration: 2-3 Months

The number of awards and maximum award amount(s) will depend on the number of applications, amount of funds requested, and other factors. 

*If more than $13,000 is needed, please provide an explanation to be considered. 

Funds must be expended by June 30, 2025. 

Allowable use of funds

Institutions may use funds to support activities related to the direct support of students.

Allowable costs include:

  • Tuition and fees.
  • Supplies and books.
  • Housing.
  • Childcare.
  • Transportation. 
  • Technology.
  • Living expenses related to pursuit and completion of their program (e.g., travel cost).

Grant requirements

The public institutions receiving the grant will be required to provide the following:

  • Download and fill out grant application
    • Respond to required questions, including the submission, with a narrative, timeline, and budget pertaining to all requested, allowable costs. 
  • Final report (due July 15, 2025)
    • Report on the use of funds and outcomes related to the support of students. Include a final accounting of all expenditures from grant funds. Reporting template will be provided.

WSAC designed a process intended to streamline grant application and grant award process:

  • All institutions will submit an application based on the outline below. For assistance, please contact the WSAC Grant Administrators. 
  • WSAC will review applications and award grants to institutions with a complete application, with a first review date of 3/1/2025. Applications submitted after this date may be reviewed pending availability of funds. Institutions are encouraged to submit applications by 4/1/2025. Applications must be complete to be reviewed and awarded. The WSAC Grant Administrators will reach out to tribes that have submitted incomplete applications.
