Apprenticeship Program Providers

WA Grant for Apprenticeship

Apprenticeship program providers can offer their apprentices financial aid similar to what college students can receive.

WA Grant for Apprenticeship (WG-A) supports income-eligible apprentices enrolled in approved registered apprenticeship programs. The grant can cover tuition, fees, and materials.

What is the process for sponsors to participate in WG-A?

1. Sponsors must register with the Washington State Apprenticeship & Training Council (WSATC). Sponsors must be approved by WSATC and cannot be in probationary status.

2. Sponsors can select their servicer. WSAC offers two servicers that sponsors can elect to partner with to act as their financial aid administrator for their apprentices. Sponsors who use or have an established partnership with a state community or technical college (CTC) can choose to have a CTC(s) as their servicer. Sponsors who do not use a WA State CTC can choose to use WSAC as a servicer.

3. Sponsors will submit an intake form based on their selected servicer. WSAC staff will review initial intake materials. This includes:

  • Questions or request for more information
  • Contact with Labor & Industries
  • Possible review of independent Washington Certified Public accounts
  • Complete a public comment period
  • Discussion of program mechanics
  • Verification of administrative capabilities 

4. Once approved, Sponsors may notify their apprentices they are eligible to apply to receive WG-A.

  • Apprentice completes online WG-A application. Servicer reviews the apprentice’s application to verify eligibility.
  • WSAC distributes funds to servicer and servicers pays apprentices directly. 

Providers partnering with CTC

Providers partnering with CTC (Pilot Program)

Sponsors interested in using a community or technical college (CTC) for their program administration will complete this intake form

This option is available for apprenticeship providers who currently partner with one of our pilot Washington State community or technical colleges (CTC) for their Related/Supplemental Instruction (RSI) administration. Schools participating in the pilot are:

  • Spokane Community College
  • Columbia Basin College
  • Everett Community College
  • South Seattle College
  • Renton Technical College
  • Bates Technical College

We anticipate expanding to more schools throughout the 2025-26 academic year.

Selection of this option allows your apprentices to access WG-A through the financial aid office of the school you are partnered with. Your apprentices complete an online WG-A funding application hosted on WSAC’s website and your schools financial aid team evaluate applications for eligibility and awarding. Payments of WG-A are made direct to your apprentices from the college.  

CTC’s will be using L&I Arts system as their verification system for employment and progression in program. Sponsors may still be contacted to verify employment or provide additional information regarding apprentice’s standing in program.

For sponsors who are interested in using WSAC’s servicer for their program administration, you will complete this intake form.

This option is available to all sponsors. Selection of this option allows your apprentices to access WG-A directly from WSAC. Your apprentices completes an online WG-A funding application hosted on WSAC’s website and our team of Program Managers evaluates applications for eligibility and awarding. Payments of WG-A are made direct to your apprentices from WSAC. 

WSAC will use L&I Arts system as their verification system for employment and progression in program. Sponsors may still be contacted to verify employment or provide additional information regarding apprentice’s standing in program. 


 

What is the “administrative capability” that participating providers must demonstrate?

At a minimum, providers must be able to:

  • Promote the WG-A program and application to apprentices with materials provided by WSAC.

  • Determine program costs relevant to WG-A, such as instructional costs or tuition, equipment, and supplies.

  • Ensure policies regarding records retention and Personal Identifiable Information (PII) are in compliance with WSAC standards.

  • Verify apprentice employment and progression status. This includes ensuring apprentice hours are reported accurately to Apprentice Registration and Tracking System (ARTS) by the Labor & Industries (L&I) required deadlines. WG-A servicers will rely on L&I ARTS to ensure employment and progression for eligibility requirements.
