2011 budget summary

The Legislature approved a $4.985 billion higher education budget for 2011-13. This was slightly less than recommended by the HECB ($5.2 billion).

The approved budget cut higher education's state support 24 percent from the level appropriated in 2009. The Legislature made up part of the difference by assuming annual tuition increases of from 11 to 16 percent across all sectors.

The four-year institutions were given additional authority to exceed the budgeted tuitition increases (with some restrictions) for a period of eight years beginning in 2011.

This represented a significant shift in state support for higher education, especially for the research and comprehensive institutions. Tuition now accounts for more than 60 percent of the four-year budgets and 36 percent of the two-year budgets. A few years ago state support accounted for 60 percent or more of the four-year budgets.
